Hon. Elma Salinas Ender
Judge Elma Teresa Salinas Ender was appointed to the newly created 341st District Court general jurisdiction district by Governor Mark White. She retired from the court after nearly three decades of service. As a senior district court judge, Judge Salinas Ender is assigned to the Third Administrative Region and sits regularly for the Fourth Administrative Region. Throughout her tenure, Judge Salinas Ender presided over cases involving oil and gas, real estate, construction, energy, environmental, product liability, personal injury, partnerships, corporations, contracts, land use, criminal, and family law. She served on several judicial commissions and task forces. Judge Salinas Ender was assigned by order of the Texas Supreme Court Multidistrict Litigation Panel to serve as one of the members of the three-judge panel for the Farmers Insurance Company Wind/Hailstorm Multidistrict Litigation 1 and 2.
Judge Salinas Ender has broad experience in alternative dispute resolution. She is a member of South Texas ADR and serves on the roster of arbitrators for Judicial Workplace Arbitrations, Inc. She is also listed by the Texas Department of Insurance as a certified mediator and arbitrator under the state’s No Surprises program.
Judge Salinas Ender is a longtime Texas State Bar Foundation Fellow. She earned a B.B.A. from the University of Texas and a J.D. from St. Mary’s University School of Law.
